Change to a Bunded Oil Tank from 1st April 2010 - You'd be a Fool Not To!

The countdown has started...the final installment of the Water Environment (Oil Storage) (Scotland) Regulations comes into force on April 1st 2010.

Under this final installment, all new and existing commercial and agricultural oil storage tank installations over 200-litre capacity must be bunded. Typical examples of the types of locations that will be affected by the regulation update include factories, public sector buildings, retail, offices, motor and transport garages.

In the domestic sector, all tanks over 2,500 litres will have to be bunded, however, it is widely anticipated that building regulations for domestic oil installations will also change in the near future - currently, an OFTEC risk assessment should be completed before a new and replacement domestic tank is installed. With this in mind, and with the deadline for the final installment looming, many plumbers and installers are already taking a "bunded-only" approach to new and replacement installations, thereby avoiding any chance of being held liable for single-skin tanks that might be installed in error.

No doubt as a result of concerns about litigation, we are seeing a good deal of interest from installers in the Titan EcoSafe tanks, which represent the most advanced range of integrally bunded, oil-storage systems available within the UK. The Watchman Alarm uses a transmitter on top of the tank and ultrasonic level techniques to measure the level of oil in a tank. In the event of the oil level dropping at a rate that is not typical for a domestic oil tank (more than 1.5cm per minute) the receiver will emit a siren-type sound that alerts the property owner to the fact that either a leak, or theft, is occurring.
